		<description>Hastings doesn&#039;t need taxis hybrid or otherwise.  Actually people there are extremely practical.  When you live in a town that is maybe 3 miles by 3 or 4 miles who needs a taxi?  Ask your neighbor!  After all we all know our neighbors and help them when needed in Hastings.  Hastings is an excellent town, and it is really great that it got this award!</description>

In contrast, I think there should be a challenge for &quot;the most polluted city&quot; and let the mayor of the winning city to use the prize money in fighting pollution or educating people about global warming. Just a thought.</description>
